This development application will be decided at the Noosa Council Ordinary Meeting on 18 March 2021.

The application before Noosa Council for GemLife Cooroy, comprises of:


  • A 246 dwelling GemLife Retirement Resort
  • A new club house for the Cooroy Golf Club
  • Creation of a new shared access road to serve the retirement resort and golf clubhouse
  • Realignment of boundaries between the development land and the golf course land

Innovative Planning Solutions, on behalf of GemLife has been working with the committee of the Cooroy Golf Club for the past two years to determine the best outcome for this unique opportunity to develop much-needed retirement living adjacent to the golf club.

The benefits for the Cooroy Golf Club are:

  • Guaranteed membership boost – 246 golf memberships (1 for every dwelling in the GemLife Resort) guaranteed for a period of 10 years.
  • New Golf Club House – construction and fit out of a new golf club house for Cooroy Golf Club including dedicated pro shop, restaurant, café, function room, outdoor deck and terrace area. The club house will be equipped to cater for weddings and functions to enable the club to generate supplementary income from events.
  • Construction of a new 100 space car park for the golf course
  • Construction of a 40-space golf buggy storage shed
  • Construction of a new entry to the golf course from Myall Street, creating safer access

The commitment to the Cooroy community is not only one that provides affordable housing for over 50’s but will also safeguard the future of the Cooroy Golf Club.

GemLife’s commitments to the club are protected and safeguarded by way of an Infrastructure Agreement that ensures the development approval cannot be acted upon without the community benefits being delivered.

The delivery of this development proposal would ensure the future viability of the Cooroy Golf Club. The current club house has ongoing maintenance problems and the club’s financial future is uncertain. The guaranteed membership, the improvements to the course and the ability to create a revenue stream from the new club house is a unique opportunity.

With regards to safety improvements, the State Government has approved dedicated turning lanes that will be provided north and southbound into the development to ensure a much safer alternative to the current access. The existing carpark and access road for the Cooroy Golf Club will be relocated away from Myall Street which will address the current overflow of vehicles on Myall Street.


Unfortunately, the public notification period occurred during COVID restrictions on public gatherings, so we were unable to hold a town meeting. However, we did engage with stakeholders and the community. Council records denote 396 submissions were received during the public notification period – 346 in support, 48 objections and 2 impartial.

The proposed development will target retention of residents who are looking to downsize but are currently being directed to other facilities (outside the Cooroy locality and the Noosa Council region more broadly) as well as attracting new residents to the region.

The development will deliver improved choice and diversity of housing along with an extensive range of lifestyle facilities and recreational opportunities. The GemLife development is unique in the sense that it will be the only golf-oriented retirement resort in the region and will encourage active ageing and interaction between the two uses.

The development will cater to the ageing population for the Noosa Council region with access to complementary whole of life services to cater for residents of Cooroy and the surrounding area. The ‘ageing in place’ solution proposed by the development will occur by virtue of the applicant’s partnership with a not-for-profit provider of aged care support services.

The site is within easy access to the township of Cooroy and the development would generate ongoing expenditure in the local economy as a consequence of new residents moving into the retirement resort and interacting with the community. All GemLife residents have use of the resort bus.

The project is anticipated to create 741 jobs both directly and indirectly, during construction and on an ongoing basis once the development is complete and operational.

The economic impetus of this $130 million project is very significant, particularly in light of economic turmoil created by COVID-19 and GemLife is committed to commencing this development as soon as approvals are obtained.

Clock ‘stopped’ on $130m Coast Development Decision

It means a recommended Noosa Council planning department refusal for GemLife’s Myall St redevelopment will not be decided………..

Is the development on the Golf Course land?

  • The GemLife retirement resort has an overall land area of 11.08 hectares.
  • 9.25 hectares of the GemLife development is proposed on vacant land and 1.83 hectares of the GemLife development is on Golf Course land.
  • GemLife commissioned a golf course designer to re-design the golf course to ensure an 18 hole golf course is maintained. In conjunction with constructing the retirement resort, GemLife will undertake the construction works to replace and upgrade golf holes as well as providing improved amenities.


Who are GemLife?

GemLife are experienced developers and operators of over 50’s resorts throughout Queensland and interstate. Each GemLife resort is designed with a focus on promoting active and social living for its residents. Locally, GemLife have retirement resorts at Pacific Paradise and Maroochydore.


What about traffic?

Detailed traffic reporting has been prepared for the development and has been approved by the Department of Transport and Main Roads. Dedicated turning lanes into the GemLife / Golf Club House are proposed on each approach to the site entry to ensure there will be no impact on traffic in the surrounding area.


What about the environment?

The development is proposed on predominantly cleared land. Some clearing will be required to facilitate the development, however detailed environmental reporting has concluded that the vegetation existing on the land is highly disturbed and has low environmental value. Fauna surveys were undertaken and confirmed no evidence of koalas (scats, scratches or physical sightings) on the site.


What will the development look like from the road?

A 10m wide landscape buffer is proposed along Myall Street in front of the proposed development. Once this vegetation grows to maturity, it will largely obscure the development from view. 3D perspectives have been prepared to show the visual presentation to Myall Street.
